This is an issue with 1803, 1709 doesn't have this although some people do still report lag to a much lesser extend. Either try rolling back or wait for the RS5 update, this is the next feature update that has fixed this issue.

Also, you can uninstall the graphics driver from device manager and install the drivers on your PC using hp support assistant on your PC. The GeForce GTX 1050 and above are way better, but they consume noticeably more battery power.
